The Regulatory Reform (Fire Safety) Order 2005 came into effect in October 2006 and replaced or combined over 100 existing pieces of fire safety legislation. This law applies to all non domestic premises including churches and mosques and places a duty of care on either or any combination of the Employer, the Occupier or the Owner as the Responsible Person whose duty it is to carry out a fire risk assessment of the premises, the risk of fire from the operations that are carried out in the premises and the people who work in the premises.
Church premises may be exposed to an advanced risk of fire, particularly where candles are widely used, and corresponding measures are required to be in place and form a key aspect of a church fire risk assessment. Fire risk assessments for churches must take into account the special circumstances that are a feature of risk assessments in church premises.
Outsourced Responsibility For Church Fire Risk Assessment
Although best practice states that it would be better if the Competent Person is an employee, this legislation recognises the fact many small and medium sized churches do not have the resources in time or money to have an employee committed full time to this work. The fire risk legislation therefore allows for the appointment of third party assistance to complete the Fire Risk Assessment on behalf of the church.
